Powerful Officials: Regional Ties and State Capacity in Qing China
主讲人 Tianyang Xi 简介 <p>This paper studies how regional ties within the bureaucracy shaped local state capacity in Qing China (1644&ndash;1911). Linking biographical records of officials with administrative data on famine relief, we show that regions connected to incumbent high-ranking officials were more likely to receive relief following adverse weather shocks. We argue that this effect operated through improved information transmission and policy responsiveness in connected regions. Consistent with this mechanism, analysis of over 450,000 memorials shows that subnational officials were more likely to report extreme weather in the home regions of high-ranking officials. Moreover, relief requests from these regions elicited more favorable responses from emperors. The effect of regional ties was strongest when reciprocal connections arose through cross-appointments in each other's native provinces.</p>

主讲人简介 <p>Tianyang Xi is currently a tenured associate professor at the National School of Development, Peking University. His research focuses on political economy and institutional economics, with a particular interest in bureaucratic politics and state capacity. His scholarly works have been published in domestic and international academic journals such as the Journal of Politics, British Journal of Political Science, Comparative Political Studies, and Journal of Development Economics.
